As opposed to what? Starting at the top? I imagine Joe Simons first job consisted of emptying ashtrays and cleaning up ink smudges. I doubt any thinking person thought 

Stan started as Editor in Chief and all around bon vivant.

Yep.  Jack Kirby literally was Joe Simon's junior partner back then.
