I learn about it the very same dayusually inth eafternoon with no time to plan for it

It's deliberate on eBay's part. Otherwise, if they announced it in advance, sellers would hold off until the date, revenues would be off because eBay would not collect normal fees, buyers would get out of the habit of checking in daily until Sale Day when the system would be flooded with even more overpriced junk than is currently the case.
