That would seem to be the case to me too. Probably because the early numbers were printed before similarly numbered ASMs and X-Men.

 

 

Quite true:

 

Remember the order is:

 

FF #1

TTA #27 (only)

Hulk #1

Amazing Fantasty #15 (only)

JIM #83

TTA #35

Strange Tales #101

ASM #1 (tie with TOS #39)

TOS #39 (tie with ASM #1)

Avengers #1 (tie with X-Men #1)

X-Men #1 (tie with Avengers #1)

Daredevil

 

Therefore based on easy of getting the early issues in HG, work backwards.

 

The only one that seems out of place is Tales of Suspense, because they are much harder to get the ASM. But then again, you could almost see why, since early Iron-Man books look like they could be Sci-Fi books instead (as Iron Man looks more like a robot in the first 9 issues).
