Actually, there are many examples where comic art is valued higher than the comic book itself, even panel pages. This is less so with Golden Age, but moreso with Silver Age, and in fact the norm for Bronze, Copper and Modern Ages. This is primarily due to the high price of Golden Age and some Silver Age books due to scarcity (the same type of scarcity that elevates price on OA), especially in high-grade.

 

ANY page from X-Men 94 or GS X-Men 1 has been worth 10K+ for the past five years, and we all saw the 17K price on the last GS page to sell. The same is said for any key book from the 80s, like DK, Watchmen, Crisis, Miracleman, etc. Art trumps "newer" books anytime, mainly based on the low (comparatively) price of the books and the scarcity and demand of the OA.

 

Golden Age and high-grade Silver Age will always have enough scarcity AND demand to rival or surpass OA, unless it's the corresponding cover.
