Missing Back Cover vs. Missing Page

I was wondering why a missing page that affects the story will be "Qualified" but a missing back cover is an instant 0.5.  If anyone knows, please let me know.

I believe the missing page could receive a .5 Universal but the higher grade and green label provides the owner with an opinion of grade combined with notation of the obvious flaw.

If the back cover is missing it's a .5 any way ya look at it. It would receive the same grade regardless of the type of label.
