This looks like the back cover of Wonder Woman #2 or another DC book from the same month with cover date of Oct 1942.

GCD says "Black Jack" is the Aquaman villain in the following Adventure comics: 107, 112, 114, 115, 125, 127, 138, 146, & 151.  It most likely is one of those comics.
