Question on grading book with cutout

I picked up a key war issue, but missed that it had a 1" x 2" cutout on 1 of the pages that does effect story a little. Plus a lower detached 1st page from the cover.  Its a low grade copy around a 2.0-2.5  How does CGC handle this?  Is it a blue label with notation or is it a another color label?

Any help would be appreciated.

It would be a 0.5 blue label with the notation INCOMPLETE and notes about what's missing. The alternative is a green qualified label, but I'm not sure they do them for books of such low qualified grade.
