I don't think so.  I think there has to be intent to recolor an area that would match the coloring and hide a flaw.  I bought a book from an OO collection in which the owner had put a small black marker circle in the lower left of the cover.  The cover was green so the marker obviously was not the right color to try to hide a flaw.  I had it graded and it came back blue.  I think yours is similar.  It would affect the grade, of course.  Just basing this on my experience.

Correct. There's a difference between "restoration" and "alteration."
