GA book missing the CF and FC only ( has 2/3 of back cover ) 

The reason I would like other opinions is that  I had a book once ( most of a married front cover ( only a small chunk missing )  , no back cover and most of the insides — it was missing the 1st, 8th, 15th  and 16th wraps )

It was initially graded at a NG but upon talking with people I resubmitted and  it garnered a .5.  What’s considered standard protocol ?  

Ive gathered at least 3/4 of a book with at least most of  the front or back cover present ??
