Some sort of hostile takeover would be in order for that to happen. Except I don't believe they've issued stock. Isn't it a privately held evil corporation owned entirely by MODOK and MODAM? I wonder if he has a profit participation program for his minions? Or does their HR department rely entirely on brain implants for proper motivation?
