Batman 139 - coloring in hair and muscles, considered restoration? 0

Hi there,

 

Was wondering if CGC would consider the below restoration?  Someone colored batgirl's hair black (instead of her natural blond) as well as drew muscles on batman/robin, you can see the black ink on the inside of the cover.  Kills me every time i look at it.  Thanks for your help!
