Which Comic Does this McFarlane Rebirth Joker figure Reference?

Hey all. I'm a bit confused here. I've been reading Batman for years and still do and yet this Joker figure from McFarlane that's supposed to be the "rebirth" look doesn't remind me of anything.

Joker was around in "Rebirth", which I assume means comics starting with Tom King's Batman run and now but there was nothing different about his look compared to what he looks like traditionally. And he didn't have those red highlihgts around his eyes. So not sure what this toy references and why it's titled "rebirth".
