I doubt they would be able to remove. 

The clean part of a clean is press is really like a gentle eraser that is designed to take out light debris, dirt, pencil marks. Ink is much harder.  

As for grade, you can use the spare a grade forum to get better perspective. It will impact the grade. You aren't looking at a 9.8 / 9.6.  even without the ink, I see a few other issues that would have kept you out of that range. 

But I still think it could be a NM- book depending on the back cover.

There are people better suited to answer than I am, but I believe professional Conservationist can remove it by cleaning it. 

Cleaning the cover requires chemicals and once you use chemicals, CGC will consider it restored. From a value stand point, you are better off avoiding this. 

A 9.2 blue label is far more valuable than a 9.8 purple label.
