The Whitman's I bought were loose in stacks of the same title and issue number, for sale at Fred Meyer and Bi-Mart - stores which may only be known on the west coast.  Fred Meyer actually had a book section (at that time), Bi-Mart did not (that I can remember).

Over here we usually found them in three-pack bags. There were loose singles on occasion. K-Mart, Caldor, etc ... department stores...
