Can a B/W signed prelim be submitted to get an NG labeled slab? 0

I have a few different signed Faust Previews/Prelims and was wondering if they can be submitted to be slabbed and labeled as NG to protect them. They are 8.5 x 11 photocopies with Issue# in marker and signed in pen by both Tim Vigil and David Quinn. Thank you.
