Sounds a lot like here in Florida.  Just after I got back from a trip to St. Augustine, I took a trip to the store. (15 mins from my house) on that round trip I counted 8 cars/trucks with no tags. At least half of those appear to be either stolen or one of those drug " loaner " 

That said i am sure even more are stolen and every other day I see the cops arresting people and impounding cars that have been stolen, but have swapped or fake tags. 

Also almost every truck is either missing the catalytic converter or has had almost all the exhaust removed and straight pipes added even some cars are the same .
