Because sometimes you want to really break down the structure in the peppers to make it more malleable to the dish.

For example, if you are making sausage and peppers...  get those onions and peppers going and get them cooking until they are broken down well... throw a sprinkle of sugar on for a slight caramelization.

Still depends on the desired final texture and mix of spice flavors. 

Some like a little crunch of their stewed or sautéed veggies among the softer textures, other like the equal distribution of consistent texture.
