That looks like foxing and if it is it cannot be removed economically or permanently, it is from the metals in the printing machines that get into the paper and the conditions are ripe for mold to form.  Being biological in nature, even if a professional art/paper conservator attempts to remove the foxing by bleaching and deacidifying each page it may return immediately.
