That appears to be distributor spray that was used by distributors in the Silver/Bronze age so the newsstand owner knew when to turn in older, unsold copies for credit, the colors changed monthly so there was no confusion. If it is not excessive it should not affect the grade at all.

DISTRIBUTOR STRIPES

    - Color brushed or sprayed on the edges of comic book stacks by the distributor/wholesaler to code them for expedient exchange at the sales racks. Typical colors are red, orange, yellow, green, blue, and purple. Distributor stripes are not a defect.

Also as a very general point, the amount of deduction for a given defect is often relative to the condition of the comic otherwise.  If this comic was otherwise a 10.0, a minor defect might knock it down to 9.8, or a major defect (like a slight tear) might knock it down to a 7.0.  But that same tear might have zero impact on a comic that was already a 4.0 otherwise.

So if anyone reading this, including the OP wants to ask about the grade impact of a specific potential defect, they should provide pictures or assumptions about the rest of the comic, to make it easier for random internet strangers to provide them with the free help they are asking for.
