We need more context and clarification. Are you asking in general about signings and how to get a book signed? Are you asking about comic book shops that have signings? Are you asking about CGC signings?

Without more detail, I’d say every situation can be different. Contact the vendor directly whoever is getting the signature for you.  
 

if the English language is an issue for you, write out many simple questions in your language, then use an app to directly translate each question.  Longer or compound questions are sometimes tougher to translate
