How well did you pack them, since that's most likely the problem? They have not been "exchanged".

You need to read the Boards more, CGC hasn't been "on time" in a long time. And there's nothing you can do about it. Lots of people are person_without_enough_empathying, but that's all it is.

You get charged a set price per book ($15 per Modern, etc). They are not overcarging you. The estimated value ("insurance") is so you know which tier to submit under. One tier is "Any book worth less than $1,000" which yours would fall under.

Then why in God's name did you waste your money getting them slabbed?

Well actually, you're right, people can learn from your post. They can learn what not to do when submitting comics to CGC. If they do the opposite of what you did, they should be alright.
