Smudges on encapsulation

Hello, I submitted my first comic to CGC to be graded and when i received it there are a ton of really bad smudges, I initially thought it was only on encapsulation but I can't tell for sure and hope it did not get on book. Does anyone have any ideas what this is? I'm sending back as mechanical error but want to ensure that my grade will not plummet if cgc someone messed up the book not just the encapsulation proccess
