In the good old days DC Comics decide not to publish Blank Covers for Sketchs At the time only Marvel will do that... So a fervent DC fan decide to create a blank sketch cover for artist to draw dc characters this cover was add to a published book and that is the reason "NG" was applied to the label If I recall correctly that was a CGC Board member and Kudos to Him.

My mistake your page looks very similar to the published one, but is not. I wonder if this was the first design of the page? Better if you contact Immonen and ask him...

The book is New Avenger # 56 page 5. The artist is Stuart Immonen NOT Deodato. Since you are showing the pencil page I am sure there is another page mostly Inks over blue line by the inker Wade Von Grawbadger.
