this is one of those 1940s Batman tryout pages. Copied from the original HA auction
"Here is an unusual piece, giving us a peek into the process of drawing Batman during the 1940s. This partially inked page depicts a fist fight between the Dark Knight and his arch-rival the Joker. The art may have been a "try-out" page that was lightbox-penciled (off the original, published page) by a production artist in order to give potential inkers a tryout, or it may have been used in a classroom situation. It is all but certain that Bob Kane and his staff had no direct connection with this piece. Still, the paper, artwork, and ink are vintage from the early '40s, making this an interesting curio from the time. A fairly clean piece with light smudging and no white-out, in Very Good condition, measuring 13" x 18".
