7 year lurker, but didn't see anyone else talking about this so....
Here is an old ebay listing of an Incredible Hulk #181 8.5. It sold in 2021. The ebay user "Zaneglor" had their account closed since then.
If you search the serial number on GPA, it sold (twice) in 2021, assumingly by this ebay user. It also sold Sept 13 2020 on Heritage.
Again, this is clearly a different book and this guy has been doing it for years.
Bumping since I just got approved and I don't think anyone saw it

ASM #252 CGC 9.8 Record Sale - something fishy going on? - Holder Tampering Incident confirmed by CGC

With the "inside man" theory, everyone seems to be honing in on the reholder process. But the logistics of that seem a little complicated unless one guy is reholdering every comic. What if the inside guy actually just has access to the database. They could then add "mark jewelers" to the label and Briva3 could send in the reholder whenever, adding the custom label so a difference on the label wouldn't be immediately obvious. That would take Briva having to tell CGC 50x that they forgot a mark jewelers out of the equation.
This is just pure unfounded speculation but I was thinking "what if all his listings were scams?" I was looking at the high end modern variants like the Wolverine #1 J Scott Campbell. Sure he could have swapped in a lower grade copy but NM raws are already very expensive. The risk reward is nowhere in the ballpark of a missing MVS or a Jewelers. But if he graded a regular Wolverine #1 (basically a dollar book), got a 9.8, variant is added to the database, then do the reholder...I know this is slightly more complicated because of completely different census numbers. Sorry, I'm bored and going down a rabbit hole lol.
