I have a golden age Detective Comics that would probably grade around a 3.0 The original staples are missing and one non-manufacturer staple has been added. Would this book get a blue label or green label if submitted for grading?

I submitted two issues of Thor #1 to be graded. One was a regular edition and the other a Pichelli Variant cover. The books came back with the labels switched. That is, the regular edition had the Pichelli label and vice versa. I was not upset as mistakes can happen. I contacted CGC and was sent a return label to get the labels corrected. However, they came back today with NOTHING DONE!!!. The labels are still incorrect. How do I go about getting this fixed?
