So a couple days ago I purchase a CGC SS comic book on eBay. It arrived yesterday and it looks a bit off. Can someone please tell me if the comic has been tampered with or completely swapped? (Pictures below)

SS Authentication

If I got a comic signed by Sarah Wayne Callies, wasn't witnessed by CGC, but does have a Certificate of Authentication will CGC grade it under the SS? Thanks.
