Maybe I'm wrong, but I thought it was Nick Fury that was watching the movies in that issue, not Steve Rogers. It was in Sgt. Fury #13, and Fury (n the movie theater) saw a newsreel about Cap and Bucky.

Dum Dum Dugan is the most accurate answer --- he is the agent that first puts hands on the sniper to arrest him. I would also have accepted Nick Fury (also in the room, and in command), or just SHIELD in general.
