this exact question plaques me day and night and it is the reason why action #2 is my all time favorite comic. So what! they began a comic series starting with "Action Comics #1" with the first superhero ever and decided to only run him on the cover once until they get there figures back 7 months later??? makes no sense to me all they had to do was put the dude in a superman costume....
