1. What is the highest grade that a book can get if a small piece is missing from the spine? 2. If a book was apparently cleaned using an eraser and there are eraser marks, is that automatically resto purple label or is that a defect that downgrades the book?

There’s a Silver Age X-men #9 with a CGC blue label 5.0. On the label it says “1st wrap missing, affects story. Incomplete.” I don’t see how this could possibly be a blue label 5.0. Does this mean someone messed with it?
