How does CGC determine if a book should/will receive a "Classic cover" designation on the label?

 

Is it strictly determined by what is designated a CC in the OS? Or are there other criteria?

CGC will designate a comic as a "Classic Cover" based upon our reference to the listings and the guidelines set forth by the Overstreet Price Guide, though it is not absolute.
