This is an interesting bit of comic history. I talked to Mr Drake a couple years ago at the SD Con when I saw he had some of his DP pencil cover designs. He gave me the background.

He drew the cover out to sell the DC editor on the story. He must have been very good at it, because of the 6 or so DP cover prelims I saw, I remember that they were followered pretty closely by the final cover artist.
