Best way to ship outside the United States

I recently went through a PayPal claim where the "buyer" from France said he never received the comic sent. I sent the item Global Priority, the only way I ship over seas, since it provides a tracking number. During the claim, PayPal asked for the tracking information, which I provided. The tracking number provided the following information:

"Arrived Abroad, November 20, 2007, 12:36 pm, FRANCE"

"Attempted to Delivery, November 22, 2007"

The buyer filed the claim December 2nd, and PayPal favored with the buyer January 6th.

 

So my question is, what is the best way to ship outside the United State that will provide me the best protection. At this point I am just giving up shipping outside the United States....
