Qualified Label: cover detached a/staple v. Blue Lable: cover detached?

Hello out there.

 

I see several comics w/ Green Label: Qualified( Q) because cover is detached at staple.

 

Then I run across a BLUE Universal label with note: cover detached at staple.

 

Is there an opportunity for me to scarf up the Q's and re-sub in the hopes to get the Blue Universal???

 

Please advise.

With the qualified label, the book gets the CGC grade it would have achieved with intact staple, then "earns" the qualified green label for the detached staple.

I presume that the blue label book is lower grade, so the net sum of defects includes the detached staple in the overall grade.

Monsieur Borock, is that correct?
