How high can restored go?

Wanted to ask a few questions about the purple label of death. Does anyone know what the highest restored grade is to date,and what book has it.? As well im curious to know what the highest allowable grade on a restored is. Can it hit a 9.8 and is it even possible for a purple to get a 9.9 or 10. This may have been discussed in the past but im just too lazy to click on "search".

There have been Restored CGC 9.8's.

No 9.9's or 10.0's in the Purple Label.

So, do you think we could buy that Supes #1 that already has loads done to it, then get more up to a 9.8?
