Media Mail vs BPM for comics

I found an interesting doc on the USPS Postal Explorer web site. On page 23 there's an example that cites comic books. I'd like to get this example clarified. The example cites a business selling rare and used books. Says most of the product is comic books. Then mentions comic books can go as flats. Next it says that when shipping books that the seller can use a variety of services including BPM and Media. The references to comic books as books, or books as comic books are used loosely and perhaps interchangeably. I did the Contact Us feedback thing from this web site probably 6-8 weeks ago asking for clarification and never got a response. Anyone know how to get an authoritative clarification on this example?
