Restoration Types & Descriptions

Is there a listing of what is considered by CGC to be restoration (what determines if the book recevies a PLOD).

 

I have seen many blue labels with a qualifying statement like "small glue on cover" or "tape on cover" etc. Why didn't these books receive a PLOD?

There is a disclaimer on the back of every CGC holder that states that on CGC's discretion they can put a book with a VERY SMALL amount of ct or glue into a blue holder. I have studied this to figure out their logic and can only come to the conclusion that if the "resto" does not affect the grade it goes into a blue label. If it does affect the grade(ie make the book look better) then it gets a purple label. I have only seen this on GA books but it may exist on others as well.
