Is it defective?

as info, regrading and reholdering are not the same. If something happens to your book in transit and the holder gets a scratch or cracks in such a way that does not affect the inner well, then you can send it in for reholdering without subjecting it to another grading process. SO it comes back to you in a new holder with the same grade and costs less than a total regrade. ($11 reholder vs i.e., $20 regrade - Modern)

Regrading will occur if the inner well holding the book was affected by whatever trauma cracked your slab in the first place and if any of the 4 corner posts are compromised. You may get back a different grade than when you first sent it in, if this process occurs.
