Ironically, those weirdos are from Earth, too - the U-Foes whom the Hulk had fought a couple of times before. They were exiled there too (I think).

When did the ragged purple pants morph into a trim purple diaper?

Probably long before this, but I stopped reading Hulk long before this.

Was it a sign that the transformation was under control instead of haphazard?

It looks like this trend started around #279 (Jan., '82). Not sure if the Hulk was putting his stamp on '80s fashion, but at least he doesn't have matching purple leg-warmers.
