At what grade should a Silver Age Key be Restored?

At what grade should Silver Age keys like any of the following be professionally restored?

 

Journey into Mystery 83

Hulk 1

Tales to Astonish 27

Amazing Fantasy 15

Fantastic Four 1

Showcase 4

Brave and the Bold 28

Adventure 247

Sgt. Fury 1

Our Army at War 83

Showcase 22

Should one grade apply for all the keys or is there a specific grade depending on the key in question?

Books shouldn't be restored unless they need to be fixed up, not to "improve the grade".

Staples cleaned - tear sealed - etc

 

I don't think restro should be used to try and turn a perfectly nice blue VG in to a VF PLOD.

That would suck... :P

 

Now a complete beater of a big key like AF 15...

I'd think that restoration should only be considered if the book's eye appeal is almost completely gone.

 

Most cases of what we in the hobby consider "restoration" should more accurately be described as "conservation," i.e. repairing or mitigating flaws to prevent further damage
