Who is the best Cover Art / stat restorer

I recently purchased a cover and wanted to have a professional create a stat overlay with title, price and isue number. What individual or company does this? I would love to have an overlay that I could add and frame with cover art. I also have another cover that was done on velum and I would like to preserve that as well.

Having a logo replacement on overlay does not affect or change the artwork...

but it does make the covers look sharper.

 

I've used artist/ designer, James Pascoe on some B&W and painted

covers' logos with great results... and with very affordable rates.

I used Chris Ivy to create replacement overlays on acetate for my Archie Andrews, Where are you? cover by Dan DeCarlo. I am very happy with the result:

Ditto - Rich was kind enough to refer me to James previously and I was very happy with his service.

Note that James was able to do this without me even shipping him the cover (customs is a pain...). I'm sure if you sent him the work it would look even better.
