It was discussed in detail in the "Guidelines" thread a few weeks back, but I believe it came down to two issues:

 

#1 - It's a violation of the PayPal terms of service agreement to use "personal" to buy items.

#2 - Buyers have no option for recourse if they get shafted by a seller after making a "personal" payment, since according to the PayPal TOS they weren't supposed to be using "personal" to buy stuff (see #1).

 

Bottom line, you can use personal if you trust the person and want to do it behind the scenes, but CGC doesn't want us openly flaunting the PayPal TOS on their site.

actually buyers have 0 recourse by using regular paypal outside of ebay either,unless used with a credit card,and approached thru the cc company.

paypal will not escilate any "dispute" to a claim outside ebay.. as it appears you are unclear of that... paypal regular/paypal personal have the same 0 protection here on the boards. Ebay just wants a cut from our private forum sales.

VERY good point/addition. So it really boils down to CGC doesn't want to allow the posting of blatant violation of PayPal's TOS....but we still can use the personal option if we want to...EXCELLENT!
