Why is Canadian return shipping from the Stan Lee Tribute less than normal?

On the page for the Stan Lee tribute, it says return shipping for the slabbed books is $25.00 in Canada. Usually, it's $60. Why can't regular submissions always be $25? I haven't been able to sub any books because of the high shipping price, but I will be able to if the price is lowered to $25.
