If a PM only has one Participants: IE the other person backed out or whatever it says... & you respond to that pm does the other person still get it ?..

No. It will have the appearance of your conversation continuing, but the recipient does not see it.

It's a rather depressing feature....

 

On a totally unrelated note, I hope that someday I make it into Mica's sig line.
