water tide

quick question for the pros...I have some books with water damaged spots and some water damaged spot have the water tides and some just a slight wrinkle or waves on the cover.

 

What cause the tide? dirtiness of the paper of the cover? assuming that the water is clean of course.

I am not a pro yet but yes it's the dirt on the cover. I have seen this occur first hand.
