Where is a SS/Restored book counted on the census?

Hmm... looking around a couple of threads, I ran into a scan of a CGC SS book that was also labeled as "restored" (yellow/purple label).

 

In the census, books are counted as either Universal, Signature or Restored and then totalled both for the grade and total # of books under the label.

 

A "dual" book shouldn't be counted twice (once in each column) as it would affect the grand total of graded books, but it does need to be counted under each column as it would otherwise hide (?) the total number of books for that grade/column.

 

So how does CGC do that in the census for such a case?
