How does an artist register (?) with CGC to send in sketch covers for SS?

ok, not sure if this goes here or in "ask CGC", but basically, I was wondering what does an artist have to do in order to be able to send in original sketch covers directly to CGC for grading and SS labels...

 

does an artist have to have published work in a comic or just proving identity and submitting a sketch cover directly suffice?
