To clarify I mean just a regualr joe, not someone who would be considered a hero, superpowers or not.

 

My personal opinion on the most important non-hero person in the Marvel Universe is the doctor that developed the super-soldier formula and injected Steve Rogers. He created IMHO the first significant superhero in the Marvel Universe.
