Millenium Collection?

I apologize if this has been discussed before, but I am not smart enough to use search function properly.

I recently got a collection of comics and a small percent of them were sealed with a grading scale tape on the bags. The tape consisted of a page color chart and a number grading system.

Each book had the page quality marked, a number grade assigned, the date published, issue number and title along with a note that says, "Millenium Collection".

As far as I know CGC does not recognize this as a pedigree.

I was wondering if anyone knew what this was?
