Fwiw, the new Joe Simon autobiography names the Champion 9 cover and Blue Bolt 2 as the first published Simon & Kirby collaborations.

That's good info. Without a more sophisticated/dedicated team looking at the issue (similar to the Dream Team of experts that assemble within the art community to determine which Rembrandts etc are readl), I think sfduck's suggestion is the best.
